Adding admin page displays all users

Describe the bug Currently, adding an admin displays the username of all users on the site

To Reproduce Steps to reproduce the behavior:

  1. Go to Organization dashboard
  2. Click on "Manage" button
  3. Click on "add admin"
  4. Select dropdown
  5. see all members

Expected behavior Users should be able to add admins by entering in an email address
