Split map pages into separate views

Is your feature request related to a problem? Please describe. As we get more ambitious with visualizations, some data may only be available for specific parts of the country. For example, ward data for Chicago doesn't make sense to load on a map of the entire country. This needs to be spec'd out further to understand limitations.

Describe the solution you'd like As with entry pages, users can navigate to a map view for specific states. Map views for mapping drives or organizations would only load the data for the state the mapping drive is located within.

Describe alternatives you've considered This may not be the direction to move in, and will depend upon our findings regarding privacy and visualizations
