feat: Add announcements

Todo

  • [ ] Simplify access for admins through UI
  • [ ] Properly implement creating announcements via the dialogue for admins
  • [ ] Test the PR
  • [ ] Expired image links need to be handled with an alternative properly
  • [ ] Announcements can be posted to channels, channels show up at the top as filter badges, these need to be operational
