Release notes for 1.118 describe merged functionality inconsistently

This concerns the release of 1.118.0 and is strongly related to #110

the mps_addr_object function (item 8 in "new features") is described as "new" whereas we decided for transforms that it was misleading to describe once Configura specific functionality as "new" and decided to refer to such functionality as "newly public". Note that we do not describe item 7 or 9 as "newly public" either, but neither do we describe them as "new" except in that they appear in the "new features" section.

We should decide what is sufficiently consistent.
