Cleaning up build process to improve portability.

Keeping the defaults in place, but moving things to Directory.Build.props (auto loaded in the build traversal) will allow for more portability. Using conditional expressions will allow for the use of environment variables to bypass build stages or to update paths used in the build process. Please provide feedback and let me know if this is useful/if I should expand upon this usage and scenario. It's been a few years since I've been a build engineer, but I still remember some of this nonsense.
