Option to add a maximum bit rate!

I would like a mode were i can set a maximum bit rate for the video but if the video has a lower bit rate than the maximum bit rate set than vidcoder use the same bit rate of the video.

This would not actually be a good way to retain quality. The original encoder may vary in efficiency, so you could have a variety of sources that look the same with very different bitrates. Then if the bitrate was really low, you would end up further degrading the quality with a second low bitrate conversion. I would use quality targeting here.
