mxliff file type doesn't handle segment statuses correctly in review mode

When the workflow step is set to "Revision" in Memsource, m:level becomes "2" and m:confirmed="2" is used for confirmed segments. Currently the filetype doesn't handle this situation: https://github.com/sdl/Sdl-Community/blob/master/FileTypeSupport.MXLIFF/MXLIFFParser.cs#L159
