ARAX response_cache.py may fail to load PK properly when one ARS is down

Guthrie Price (UI Team) 1:26 PM @Eric Deutsch (Expander Agent) just FYI it seems like the arax UI won’t work when the ARS is down in some environment even when specifying a PK where the ARS is up. I was just trying to load 554484ea-15fc-4c9d-9ce3-a0c5e895691e which was generated in CI but the ARAX UI won’t load it because the ARS in Test is down.
