[Bug]: Can't Drag and Drop Selected Macros

Describe the Bug

This worked in 1.11.4 This doesn't work in 1.16.4 I'm not sure in which version it broke.

When selecting multiple tokens and going into the Selected Macro window: I cannot move macros from their default location to a different tokens default location or common macros area. I can move macros from a non-default location to a tokens default location and common macros area.

To Reproduce

1. Create a new campaign.
2. Drag out two tokens (I made them both PC and visible).
3. Click on one of those tokens, go to the Selected Macro window, and create a new Macro. Default name is fine.
4. Select both tokens now and try to drag that macro to the other token or the Common Macros location. It doesn't work.

Note: If you edit the macro and put it into a Group, then you can drag that macro to both locations just fine.

Expected Behaviour

It should copy the macro to the other macro, preferably into the same group that the source is in.
