[Feature]: Add rockylinux 8 container image builds

Suggestion Description

Currently only almalinux8 is provided for the "Enterprise Linux" family of OSes. Some people like rockylinux. It's nearly all the same code to build for rocky as it is to build for alma, so the extra maintenance effort is trivially minimized.
