[Feature]: Add 'minimal' almalinux8 image

Suggestion Description

Looking at https://github.com/ROCm/ROCm-docker/tree/master/dev, there are currently "complete" and "minimal" variants of all OS variants provided except almalinux and manylinux.

The "minimal" variants are advantageous as they are ~5x smaller than the "complete" variants, leading to less build time and baseline bandwidth resource use needed to work on this system.

Please provide also a minimal variant of almalinux8.
