Make `tox` a `nox` shim and remove `tox.ini`

Right now, we still have a tox.ini in our repostiory since #861. In this PR, I effectively alias tox to nox and remove that file.

Doing that is quite simple: tox just runs nox. It might be inefficient but it works. Given that tox is still popular, I think it is a low-effort alias to maintain.
