Use requirements-dev.txt in azure-pipelines.yml

What is the expected behavior?

https://github.com/Qiskit/qiskit-tutorials/pull/1323 added requirements-dev.txt to the repo.

Can we update azure-pipelines.yml to use requirements-dev.txt to avoid conflicting source of truth?
