Region may deactivate when moving cursor accross blank lines

Steps to reproduce:

  1. Open a decently-sized C file.
  2. Vjjjjjjjjjjjjjjjjjjjjjjj
  3. Watch as the mark becomes inactive

  1. This happens only when moving the point across an empty line.
  2. It happens with C-SPC<down> too.
