Win-ARM64 build, Windows build with LLVM

Reminder to enable tests for Win-ARM64-build (#104) once official Scipy wheels for this platform have been released (expected Sep 10).

Also reminder to test Win-x64 build works with LLVM as for ARM64, for consistency.
