Support PECDv4 dataset

There was a new release of the PECD dataset (v4.2)

Has someone checked how easy/difficult it is to implement it in atlite?

I haven't.

Since it is available through CDS (which we also use for ERA5), we can probably reuse some code from there.

The more interesting question is which information to get from the dataset for atlite and what to use it for? Any insights based on potential uses is welcome!

The dataset lives at: https://cds.climate.copernicus.eu/datasets/sis-energy-pecd?tab=overview

It includes per-grid cell irradiation, temperature, precipation and wind at different hub heights.

It also includes converted availability factors (MW/MWp) for CSP, wind onshore and offshore, solar pv as well as several hydro inflow variables.

Time-series data is available also as aggregations for NUTS0, NUTS2, as well as grid bidding zone.

As such it does not fit neatly into atlite's input data framework, since many of the variables are already converted and you would only use atlite's downloading, cutout management and aggregation while skipping conversion. A bit difficult to integrate in the existing structure.

Could still expose an interface for downloading and aggregating, by reusing some of the code here and that interface might also live somewhere in atlite!

If someone makes a proposal would be good to iterate on it together :).
