looking for maintainers

As I personally no longer use RST/Sphinx due to switch to mkdocs/markdown ecosystem, I want to handle the maintenance of doc8 to others that have a stronger connection to the system. While the project is mature and it does not need many changes, it still needs some level maintenance on CI/CD level and ensuring that PRs are reviewed and not lingering.
