Description

This pull request updates the runtime and tracing configurations for several networks in the variables.yml file. The main goal is to align all relevant environments with the new runtime version and tracing image tag, ensuring consistency across development, Moonbase, Moonriver, and Moonbeam networks.

Runtime and tracing updates:

• Updated spec_version from runtime-3900 to runtime-4000 for Moonbase, Moonriver, and Moonbeam networks to reflect the latest runtime release. [1] [2] [3]
• Updated tracing_tag from moonbeamfoundation/moonbeam-tracing:v0.48.0-3900-3113 to moonbeamfoundation/moonbeam-tracing:v0.48.0-4000-965a for development, Moonbase, Moonriver, and Moonbeam networks to use the new tracing image version. [1] [2] [3] [4]
