Deleting all SSC data does not reset the extra accessory slot for registered users

Reproduction steps (if applicable)?

1. Enable SSC
2. Join the server, register a new user account and login
3. Using a Demon Heart, unlock the extra accessory slot
4. Leave the server
5. Shut down the server
6. Delete the entire tsCharacter table in the database
7. Boot up the server
8. Join the server with the previously registered user account
9. You will now see the extra accessory slot is still unlocked

It's worth noting that this doesn't occur if you delete the entire database. It also doesn't happen if you delete the SSC table and delete the user account(s) so players will have to register a new account again.

No additional plugins other than TShockAPI

Can confirm this is still an issue as of TShock 4.5.2 for Terraria 1.4.2.2

Also tried with Master mode, same issue.
