Describe the bug Changing UI scale to anything other than 1.0 breaks clip rects

To Reproduce Steps to reproduce the behavior:

  1. Go to Editor Prefs
  2. Change scale to 0.6 (or even 0.9)
  3. See clip rects break

Expected behavior Clip rects should be perfectly ok
