Alternative CCA to Google's BBR

I know that ProtonVPN's VPN Accelerator features uses Google's BBR for congestion control over high latency links. In my testing, I'd like to try using other algorithms like Hybla. Any chance you could point me to where this decision is made in the code? Thanks in advance!
