Earth spikes not working

So on my server a friend of mine has trouble with the earth spikes ability, I tried the exact same thing he did and had no trouble at all, tried to wipe playerdata to see if that worked but it did not.

In detail: His spike shows particles but no spikes appear, it is if he is too weak to create the actual spike. It also says "Not enough chi"
