Inaccurate charset detection

another long time issue with notepad2 :)

I understand 100% accuracy may impossible even with uchardet, but notepad2 is a bit off opening this file for example VBoxHardening.log

as you notice, the file has single NULL byte inside

I'm also often getting mis-detection on similar files. Notepad++ detects the charset correctly. I'm leaving this issue open for later, maybe we can find a lightweight and accurate library for detecting charsets.
