Right to Left Support

There are a lot of problems with the Chameleon skin (v.1.7.1) when I change the wiki language to a rtl language. Please redesign the codes and styles considering two solutions mentioned in: Manual:Skinning_Part_3#Right-to-left_(RTL)_languages Thanks a lot.

I considered RTL when I originally wrote the skin, but it could well be that this deteriorated over time. The main problem here is that I do unfortunately not know how to write any RTL language, so I will probably get it wrong even if it looks right.

If you have any specific issues, please open an issue. Of course, pull requests would be even more welcome.
