FOUR-6635: Port garbage-collect, unblock-request, retry-script-tasks artisan commands into 4.1.27

Solution

• Added the garbage-gollect and unblock-request commands. (retry-script-tasks was already present)

How to Test

1. Create a process with a script task.
2. Create a request and manually edit the database to set the scrip task in status ACTIVE
3. In command line run: php artisan processmaker:unblock-request --request=REQUEST_ID_OF_STEP_2

To test the garbage-collect: 4. Create a request and manually edit the database to set the scrip task in status ACTIVE 5. In command line run: php artisan processmaker:gargabe-collect

In both cases the script must run an set its status (in the database) to CLOSED
