White flow run bars in the Cloud UI - flow runs created with Version 0 and with no state

This issue has been documented privately in Cloud, but this is just to make a public place to track it as well.

The user had a successful scheduled run at 1 pm CET, but after that kept getting white bars again after that:

It was also been reported on Server.
