Consider making PowerShell Standard.Library Version 4

I understand the first goal is to deliver an MVP for version 3/5.1 of the standard but having a version 4 in the future would be nice in scenarios where cmdlets are developed only for version 4+

it would be good to understand how many this would actually help. I don't have a good feeling on how many people would like to run a single app on PS4, 5, and 6
