update options for plan to implement in template

This additional option opens up the process and enables us to say Yes I wanna do this but I may require help to make this happen which can then be useful in building & financing a project team to implement the requested changes. It also enables the community a way of both asking for help and providing the opportunity to help. It also better enables a drop in replacement person or due to health or other reasons to get up to speed. It also allows the community to form project teams, making the work more visible.
