[FEATURE] Update the build-guide

The build guide needs to be revisited, updated and then tested. Here is a non-exhaustive list of things to do:

  • [ ] Update build python version to the latest supported one.
  • [ ] Update to windows 11.
  • [ ] Re-test on the updated environments for each OS.
