C# SDK for the API Gateway

It's a good idea to come up with the official C# SDK for the Portkey API Gateway so it helps the Microsoft C# Developers.

Happy to build if we get enough developers/teams interested. So far, after python and js, have seen very few requests from Go, Java and handful from C#.
