Fix and Publish the GraphQL docker image

Now that we have swapped to Poem/dynamic graphQL via #912 we need to make sure the docker image for the graphQL service is still working. Once we know this is working we should publish this to docker hub and add this to our release CI.

We merged #969 as a first step, but still cannot publish this since we are just hosting lotr graph
