Use file location as config ID

This would require simultaneous changes to Tectonic, rather than having an id key within configs, use the path of the file sans extension from the config pack root as the object ID. This would make it much more difficult to accidentally create 2 configs with the same ID, make it easier to navigate large packs, and make IDs of different file types more consistent.
