[Feature Request] fix/configure tooltip background applying to all tooltips

besides the option to hide the tooltip background, have a separate option "Enable in Other Screens" that makes the tooltip also be hidden in other screens (like inventories). currently it's like this for all screens but it should be only for chat gui, with a toggle otherwise
