Added SpyEffect.SWTargetCenter toggle to target infiltrated building center. Example: turning off war factory using Ares EMP.

I don't know in what situation you need to target building center specifically, but the code looks fine. Remember to add a mention in "What's New" section and credits.

Also, can be used to MultiMissile-type SWs, to launch missiles at the exact center.
