Add Github action to build and upload WebAssembly file for new releases

When a new release is created, it is necessary to automatically build the WebAssembly file and upload it to the specified target URL. This process is currently being done manually, but automating it would be more efficient. I am requesting that work be initiated to create an action for this and add it to the repository.
