[BUG]-VideoCodecBase does not update bridge call status when online status changes

Was this bug identified in a specific build version? Essentials 1.10.5

Describe the bug When bridging Zoom Room, after SIMPL restarts, the call status is not being updated when the EISC is online.

To Reproduce Steps to reproduce the behavior:

1. Start a zoom call
2. Restart SIMPL
3. Feedback will not reflect the current call state after SIMPL EISC is online

Expected behavior After restarting SIMPL the EISC should be updated to reflect the current call state
