Rest API for sda.enkf.multisite

Description

Currently we use sda.enkf.multisite function for assimilation of observed data at multiple sites at the same time.

Proposed Solution

The solution is to give PEcAn users much more usability for this function by introducing the Rest API for this particular function. This API can POST and GET data depending on the type. The input parameters would be pecan.xml file, obs.mean and obs.cov
