3.x Breaks IE11 support

I suspect this was unintentional.

It may be to do with using module:2020

Also, @angular/core should be set to the LTS or above, instead of 10.x which was released a couple of months ago.

I recommend using @angular/core: ^8.0.0 unless there is a specific feature that requires an angular newer than that.
