Please add `sqlalchemy=1.3.24` and `diffupath` as a required packages in `setup.cfg`

Hi,

Looks like sqlalchemy==1.3.24 is a required package for the distribution. Please add it to setup.cfg. Your current version of the code does not support the most recent version of sqlalchemy.

This is needed to run bio2bel_chebi populate and bio2bel_hgnc populate

Also diffupath is required as well.
