How does Path of Building behave?
it stays at this window and seems to never finish if i close it it wanmts to redownload the update and then does the same thing again

It's very likely that you get this error because you still have an other Path of Building window open. Windows doesn't allow changing DLL that are currently in use by other process. The update process gets an access denied that it can't resolve and gets stuck. If you close all Path of Building instances, the update should work properly.
With that said it could be worth making this more clear to user when they update.
@HoLyVieR is right, when your update freezes here check Task Manager and kill any open PoB processes before trying again
Might be a good idea to expand the message, prompting the user to close all open PoB windows if its stuck at that point.
