Critical Mastery "50% Increased Effect of non-Damaging Ailments you inflict with Critical Strikes" has no effect

What is the behaviour in-game?

I have Shaper of Storms ascendency, 1.3 million average hit damage, and 100% chance to crit. This mastery should have no problem activating for me. The ailments are being applied by me (Tornado of Elemental Turbulence), not by minions or totems. I am doing enough cold damage to chill on non-cold Tornados as well by scaling Hatred + HOI.

What is the behaviour in Path of Building?

Taking the Critical Mastery "50% Increased Effect of non-Damaging Ailments you inflict with Critical Strikes" does not increase shock or chill effect, even with 100% crit chance.

Adding "50% Increased Effect of non-Damaging Ailments you inflict with Critical Strikes" into the custom modifiers box also does not increase shock or chill effect.

HOWEVER

Adding "50% Increased Effect of non-Damaging Ailments you inflict" and/or "50% Increased Effect of non-Damaging Ailments" into the custom modifiers box DOES increase shock and chill effect as expected.

How to reproduce the issue

-Create any build that is capable of inflicting chill or shock. -Allocate "50% Increased Effect of non-Damaging Ailments you inflict with Critical Strikes" Critical Mastery -Nothing happens, even if you do enough damage, crit chance is 100%, and you have a 100% chance to shock and/or chill.
