What is the value from the calculation in-game?

So I have the trickster 200% charge duration on the 10 base, so it's 30 seconds. I don't have the amulet yet, but it should be (10*3)*0.1= 3 sec

What is the value from the calculation in Path of Building?

So I have the trickster 200% charge duration on the 10 base, so it's 30 seconds. But the charge duration doesn't change when I equip the ephemeral bond amulet. I tried adding a custom modifier of less charge duration (which is in blue) and it doesn't affect the calculated duration.
