What is the behaviour in-game?

Transcendent Jewels do not take into account "+4 to all Attributes" tattoos in radius.

What is the behaviour in Path of Building?

Transcendent Jewels take into account "+4 to all Attributes" tattoos in radius.

How to reproduce the issue

1. Go to items and find Transcendent Spirit, add it to your build.
2. Navigate to the right side of the tree and find the jewel socket located to the left of Supreme Ego, insert Transcendent Spirit.
3. Allocate and replace the Strength and Intelligence passive nodes with "Honoured Tattoo of the Tuatara" which grants "+4 to all Attributes".
4. Transcendent Spirit will take into account the new all Attribute modifiers.
