Update Reave radius for large phantasmal quality

Description of the problem being solved:

Phantasmal reave was capped at 8 stacks, even though it can go beyond that with enough quality.

Steps taken to verify a working solution:

• Ensured phantasmal reave can go beyond 8 stacks with appropriate quality

You need to update the .txt as well as when the exporter is run it will delete all your work.
