Fix influence modifers not behaving correctly and rune daggers missing rune dagger tag.

Fixes https://github.com/PathOfBuildingCommunity/PathOfBuilding/issues/3168.

The rune dagger flag was missing and multiple influenced variants of tags were not being filtered this meant weird stuff occured with warstaffs and rune daggers.
