9cbc985f80114be4a073252eb7ff0c679ee34c49 adds advertisment to rule 4, as well as a subpoint explaining what exactly is allowed/not allowed.

77f61ce586fde5f9e93c60e88060e11e03fe0cd9 adds both #velocity-translations and #docs to the topic specific channels.
