Expand the biome api by providing more biome specific data. World generation biome related data is out of scope of this pr.

What's the status on this? I've dabbled in and gotten basic registration of custom biomes (minus generation data) at bootstrap working on my local install, however I'd like to use the parameter types found here to implement it more elegantly. Would love to see this PR merged in!

This will most likely need to be redone for the new attribute system that was added, as these properties are now data driven on the dimension and is overridable on the biome level.
