Motivation

This change locks the dependency to paddlepaddle-gpu==3.3.0.dev20251203 with commit_id(9c3323efde687ea9fa332d6d2f17b54b6297a447) specifically for RL workflow validation. The goal is to ensure a stable and reproducible environment during debugging and to avoid unexpected behavior caused by upstream nightly changes.
