Have Catalog Builder skip over project if error loading `PSL_catalog.json`

Because of HTTP errors, errors in formatting of JSON files, or other reasons, it would be useful to ensure that the Catalog Builder can skip over projects with errors and build the new HTML pages and catalog tiles with the project that don't have errors.
