Add guarantee_normalized.py standalone script

Would be nice to have a counterpart to examples/guarantee_preprocessed.py that would only generate normalization/normalization_signal_group_111997851169767438851408843208529593130.npz from the preprocessed .npz files.

That way, python mpi_learn.py would jump right into training even on the first execution.
